Preheat oven to 375°F (190°C). Thoroughly butter four 6-ounce ramekins, using upward strokes. If desired, dust with Parmesan cheese. Place on a baking sheet.
Separate eggs, placing whites in a large clean, dry mixing bowl. Allow to come to room temperature for 20-30 minutes.
In a medium bowl, whisk egg yolks with heavy cream, melted butter, flour, salt, and pepper until smooth and slightly lightened in color, about 2 minutes.
Gently fold the crumbled goat cheese and chives into the yolk mixture using a rubber spatula.
Using a hand or stand mixer with clean beaters, beat egg whites until foamy. Add cream of tartar if using, then increase speed and beat until stiff peaks form.
Add one-third of beaten egg whites to the yolk mixture and gently fold in to lighten. Then add remaining whites and fold with a light hand using a figure-eight motion until just barely combined.
Pour batter into prepared ramekins, filling about 3/4 full. Run your thumb around the inner edge to create a slight channel for even rising.
Place in oven and immediately reduce temperature to 350°F (175°C). Bake for 15-18 minutes until puffed and golden brown on top.
Serve immediately, garnished with additional fresh chives if desired.

For maximum rise, ensure all equipment is scrupulously clean and egg whites are whipped to perfect stiff peaks.
The soufflé will begin to deflate shortly after removal from the oven, so have everyone ready to enjoy it immediately.
